Commissioner Skinner is a life long resident of Gallatin County. He has been married to JoJo for 42 years. They have two sons – Luke and Jake. Joe was involved in a successful agricultural operation for 25 years raising seed potatoes, alfalfa and beef cattle. Joe is an advocate of conservation practices and has experimented with and implemented alternative grazing systems and riparian management practices. He graduated from Manhattan High School and received a B.S. degree in Fish & Wildlife Management from MSU.
Joe served nine years on the Gallatin County Planning Board and ran successfully for the County Commission in 2004, taking office on January 1, 2005. He enjoys fly fishing, elk hunting and taking church mission trips – having traveled to Haiti, India and Nepal.
2017 – Present Re-elected to serve a six year term as Gallatin County Commissioner.
2011 – 2016 Re-elected to serve a six-year term as Gallatin County Commissioner.
2005 – 2010 Elected to serve a six-year term as a Gallatin County Commissioner.
