Under broad guidance of the West Yellowstone/Hebgen Basin Refuse District Board, this position is responsible for managing the ongoing operations, programs, and services of the MSW Composting and Transfer Station Facility. The position also provides a range of compost and transfer station services and performs a variety of other duties as assigned. The position reports to the Board and directly or indirectly manages West Yellowstone/Hebgen Basin Waste District employees, including the seasonal employees.
MINIMUM QUALIFICATIONS: This position requires knowledge and skills in waste management; governmental budgeting, accounting, and finance; strategic planning principles; and basic chemistry. The position also requires knowledge of heavy equipment and tool operations; composting, recycling, and hazardous waste regulations; and basic mechanical diagnosis and repair. The position requires the ability to monitor and maintain safety protocols, work effectively under adverse site conditions, and coordinate tasks and procedures with others. Supervisory responsibilities require skill in personnel management, workflow planning and coordination, and motivating staff to achieve common goals.
EDUCATION AND EXPERIENCE
The required knowledge, skills and abilities are typically acquired through a combination of education and experience equivalent to a bachelor’s degree in business, accounting, or physical/biological sciences plus four (4) years of related experience. Two (2) years of project, process, or personnel management is preferred.
Licenses and Certifications: Applicants for this position must possess a valid driver’s license issued by the state of Montana (with appropriate commercial/equipment endorsements) and be insurable under the County’s liability policies. The Operations Manager is also required to complete the following training/accreditations within six months of hire: Solid Waste Association of North America (SWANA) Certification, First Aid/CPR and Work Zone Safety Training.
As a condition of hire, the final candidate will be required to successfully pass a criminal record and credit history check.
