GALLATIN COUNTY FAIR BOARD
SEPTEMBER 2, 2008 SPECIAL MEETING MINUTES
(As approved at September 16, 2008 Meeting)


FAIR BOARD MEMBERS PRESENT – Bob Brekke, Chris Budeski, Chuck Busta, Jim Oberhofer, Misty Radue and Linda Warner.

STAFF – Sue Shockley, Manager and Karlene Pisarcik, Secretary

COMMISSIONER – Absent

PUBLIC – Blair Howze, Jill Figgins, Mark Figgins, Bob Olson, Sally Shea, Holly Olson, Amy Olson,

CALL TO ORDER – Chairman Bob Brekke called the meeting to order at 5:54pm.      

PURPOSE OF MEETING:  The purpose of this meeting is for the Board to make a decision on whether or not the Bozeman Jaycees will be allowed to hold their annual Demolition Derby in the Anderson Arena.  

At the August 26, 2008 meeting of the Fair Board Sally Shea had requested the Board not allow the Demolition Derby be held in the Anderson Arena.  She had representatives from two other horse organizations and a member of the press at that meeting in support of her request.  

At this meeting the Board took more public comments and heard again from Sally Shea.  Sue presented two emails from Marcia Anderson.  In the first email, Marcia asked that the derby not be held in the arena.  Sue then responded to her email and received a response from Marcia in which she was far more understanding when it was explained what the requirements for clean up after the derby would be.    

Chuck began the discussion by stating that the Fairgrounds needs to be multi-use to meet the growing needs of our community.  The Fair Board has made multi use a goal for the entire grounds.   After just a brief discussion, Chuck moved to allow the Bozeman Jaycees to use the Anderson for their demolition derby with the stipulation that they follow all the clean up procedures.  These procedures include hand picking the arena after each event and at the end of the derby, their renting a rock hound and going over the arena after the sand is back in place, going over it with a giant magnet and then a metal detector.  This motion was seconded by Chris Budeski.  The Chairman asked for any discussion.  Sally Shea again asked that the arena not be used for this type of event and that the arena should be left as it is and not move the sand to the edges of the arena.  Misty stated that she knows that moving the sand may change the footing.  The question was asked why the demo derby can’t take place in the Motor Sports area.  Again it was stated that the bleacher rent makes it unaffordable and the fact that the derby insurance won’t allow them to use that facility since there are insufficient barriers between the vehicles and the spectators.  There was a discussion about the maintenance of the arena and Sue explained how the outdoor arena has been maintained for years – replacing the sand as it “wears out” and moving the sand to the edges of the arena and bringing in a grader with a ripper on the back and ripping the base to allow drainage.  Linda stated she feels there needs to be a written maintenance plan for the arena.  The Jaycee representatives stated they would follow all the clean up rules this year and at the end of it all we can check the arena and see how it turns out.  There being no further discuss, the question was called.  The motion passed with 3 voting in favor – Chris, Chuck and Linda, one no – Misty and one abstention – Bob.  

There being no further business the meeting was adjourned at 7:20pm
