GALLATIN COUNTY FAIR BOARD
May 1, 2007 SPECIAL MEETING MINUTES
(As approved on May 15, 2007 meeting)

FAIR BOARD MEMBERS PRESENT – Bob Brekke, Blair Howze, Misty Radue, Jim Oberhofer, Chuck Busta
STAFF – Sue Shockley, Debbie Ehlert – Secretary
COMMISSION – None
PUBLIC – None

1.      CALL TO ORDER – Chairperson Bob Brekke called the meeting to order at 5:45PM.
2.      DISCUSS 2008 FAIRGROUNDS BUDGET- Sue Shockley presented the Fair Board with the County Fair Fund Balance Sheet of the FY 2007 Operating Budget, Expense Summaries and Revenue Detail Reports.
The Fair Board asked where the $25,000 for the Feasibility Study would be paid out of the budget at if the Fairgrounds had the study done. Sue said it would come out of contracted services or professional services.
Equipment (Not Outlay) Fair Admin is for Equipment under $1000 and a life expectancy of less than two years. Other Repairs & Consumable Tools Fair Ad is for tools or repairs less than $500. Repairs need to be more than $50,000 to capitalize.
The Fair Fund is a separate account and not included in the general fund. Money that is generated at the Fairgrounds cannot be taken away. The Commissioners can cut the mills that are allotted to the Fairgrounds. The Fairgrounds is considered a non-mandated service. The Commission can fund to 1.5 Mills but there may not be a cap on the maximum. Sue Shockley said the Fairgrounds now gets1.67 Mills in funding.
Sue Shockley said she would need to change SeptoberFest to Bikes and Bulls.  Sue said that there would not be a budget request for funds for Bikes and Bulls since we are not putting on that event.
Sue Shockley explained the process of the Budget request to the Fair Board. The Fairgrounds needs to anticipate the revenues that will be generated by events and the expenses that will be incurred. Sue Shockley said she has never spent all of her operating budget. Sue Shockley briefly went over the year-to-date expenses with the Fair Board.
Sue said that she might change the schedule of events ad with the Bozeman Chronicle that are done on a monthly basis.  Sue said the Fairgrounds might start charging for the schedule of events ads and put it back on the contract as an option for our customers if they want to be listed in our schedule of events at the Fairgrounds.
Sue Shockley said she would work on the Budget figures and send it out to the Fair Board. Chuck Busta said he would be more interested in seeing the total Budget request instead of the individual account requests. The Fair Board agreed with that request. Sue said she would get the Budget packet on Wednesday, May 2, 2007 and she would have to present her Budget to the Gallatin County Commissioners on either Thursday, May 3, 2007 or Friday, May 4, 2007.
The meeting was adjourned at 7:45 PM.
